gnu: guile-dotenv: Update to 0.2.0.
* gnu/packages/guile-xyz.scm (guile-dotenv): Update to 0.2.0.
[arguments]<phases>: Drop command line interface.
[native-inputs]: Add guile-config, to build the entrypoint.
