gnu: ucx: Enable InfiniBand support through Verbs.
Until now, InfiniBand support was missing, as reported by "ucx_info -d"
on a machine with InfiniBand networking.
* gnu/packages/fabric-management.scm (ucx)[arguments]: Build with
"--with-verbs".
