gnu: libgweather4: Update to 4.1.1 and run tests.
* gnu/packages/gnome.scm (libgweather4): Update to 4.1.1.
[tests?]: Delete argument.
[configure-flags]: Remove -Dgtk_doc=false.
[phases]{pre-check}: Rename to...
{set-HOME}: ... this.
{disable-problematic-tests}: New phase.
{check}: Move after install phase.
[native-inputs]: Add gi-docgen, glibc-utf8-locales and
gsettings-desktop-schemas.
[propagated-inputs]: Add json-glib2. Replace libsoup-minimal-2 with libsoup.
(libgweather4-with-libsoup2): New variable.
