gnu: python-elementpath: Enable tests.
* gnu/packages/xml.scm (python-elementpath): Enable tests.
[arguments] <test-backend>: Use 'unittest.
<phases>: Add 'set-locales.
[native-inputs]: Add glibc-locales, python-lxml, and
python-xmlschema-bootstrap.
