gnu: htseq: Switch to pyproject.
* gnu/packages/bioinformatics.scm (htseq):
[build-system]: Switch to pyproject-build-system.
[arguments]: Remove uneeded field.
[native-inputs]: Add python-setuptools, python-wheel.
