gnu: python-pyproj: Switch to pyproject, fix build.
* gnu/packages/geo.scm (python-pyproj): Fix indentation.
[bulid-system]: Switch to pyproject-build-system.
[arguments] <test-flags>: Skip some tests.
<phases>: Add 'remove-local-pyproj.
[native-inputs]: Remove python-cython; add python-cython-0 and
python-setuptools.
