gnu: python-fenics-fiat: Refresh package, fix build.
This package is quite dated and upstream no longer maintains it: "This
repository was archived by the owner on Feb 21, 2022. It is now
read-only." <https://bitbucket.org/fenics-project/fiat> ->
<https://github.com/FEniCS/fiat> while providing a new refactored
fork <https://github.com/firedrakeproject/fiat>.
* gnu/packages/simulation.scm (python-fenics-fiat)
[build-system]: Swap to pyproject-build-system.
[arguments] <test-flags>: Move tests skip logic here.
<phases>: Use default 'check.
[native-inputs]: Add python-setuptools and python-wheel.
[description]: Adjust fill column indentation.
