* gnu/packages/django.scm (python-django-tagging): Update to 0.5.1.
[source]: Fetch git repository of maintained fork.
[build-system]: Use pyproject-build-system.
[arguments]: Disable tests; run tests conditionally.
[home-page]: Update to location of fork.
[native-inputs]: Add python-setuptools, python-wheel, and tzdata-for-tests.
