services: Add mosquitto-service-type.
* gnu/services/messaging.scm (<mosquitto-configuration>): New record type.
(mosquitto-accounts): New procedure.
(mosquitto-shepherd-service): New procedure.
(mosquitto-service-type): New variable.
* doc/guix.texi (Messaging Services): Document it.
