gnu: meson: Update to 0.59.0.
Fixes <https://issues.guix.gnu.org/48552>.
* gnu/packages/build-tools.scm (meson): Update to 0.59.0, which includes a
reproduceability fix for builds that link against multiple LLVM libraries.
