gnu: compiledb: Switch to pyproject.
* gnu/packages/build-tools.scm (compiledb):
[source]: Switch to git-fetch.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:phases>: Improve style, add substitution to fix tests.
[native-inputs]: Add python-pytest, python-setuptools, python-wheel.
