gnu: nanosv: Switch to pyproject.
* gnu/packages/bioinformatics.scm (nanosv):
[source, description]: Run guix style.
[build-system]: Switch to pyproject-build-system.
[arguments]<#:tests?>: Disable them.
<#:phases>: Add phase 'relax-requirements.
[native-inputs]: Add python-setuptools, python-wheel.
